The Operator is a gameplay feature in Dave the Diver that got added in with the October 11 Content Update.
While she can be called for small flavor text, the most important feature is the ability to redeem promotion codes found in-game for additional decorative items. Note that currently, all but one of the codes don't require you to physically find the code, only to know of it to type it in and redeem.
