Green Sea Urchin is a shallows depth fish in Dave the Diver.
After diving with mxmtoon in Inspirational Chirashi Sush, it can be obtained from normal looking rock piles with a bit of green moss on them (not the Crab Trap ones). Three of these piles will always spawn on a map, even during night dives and in aberration locations. However, unlike most other environmental objects you can interact with, these give no real indicator, so you have to keep an eye out for them.
